Rigorous screening for explosives

The Democrat-controlled US House of Representatives has voted to enforce rigorous screening of every container for explosives and nuclear materials within five years for sea-borne cargo and three years for air cargo. But the prospects of a comprehensive container inspection Bill appear less certain in the Senate whose members are more sensitive to trade issues.

The Senate members apprehend that the Bill would result in throttling of trade to the US. Their fears have been strengthened by a report in the New York Times which has quoted a Homeland Security Department official, "Inspecting every container would cause ports to shut down as no affordable technology for such level of rigorous screening exists and such measures risk stopping world trade into the US".
