Social sector given top priority

New Delhi , Jan. 17

The annual Plan of Himachal Pradesh for 2007-08 has been pegged at Rs 2,100 crore, inclusive of additional special Central assistance of Rs 380 crore for projects of importance to the State.

The Plan size was finalised here on Wednesday at a meeting between the Planning Commission Deputy Chairman, Mr Montek Singh Ahluwalia, and the Himachal Pradesh Chief Minister, Mr Virbhadra Singh.

While praising the State's performance in some social sectors particularly in education, Mr Ahluwalia drew attention to the impressive growth in agriculture in the State. He underscored the importance of improving market linkages to supplement growth in the horticulture sector.

Long-term roadmap

The State has been advised to evolve a long-term roadmap for development/strengthening of State highways and explore the possibility of public-private partnership in this sector. It should also work towards encouraging high-value tourism.

Briefing the Commission on Plan performance, the Chief Minister said social sector was being given priority, as nearly 90 per cent of the population remains rural-centric. PPP has been successfully tried in education and health sectors even as the State economy is being opened up for private sector in a fashion that promotes the interests of the local people and creates productive employment, he added.

The Chief Minister pointed out that during next fiscal year, highest priority would be bestowed on social services sector, which would account for nearly 42 per cent share of the Plan size. There would be focused attention to improving water supply and sanitation.

He said during the Eleventh Plan Period, the State would work for accelerating the pace to harness hydropower potential, improve productivity in agriculture and encourage tourism, biodiversity, besides accelerating the process of raising the income of people.
