TRAI to review revenue sharing in CAS areas

The Telecom Regulatory Authority of India (TRAI) has issued a consultation paper to review the revenue sharing between multi-system operators (MSOs) and cable operators in conditional access system (CAS) areas.
The move follows an order from the Telecom Dispute Settlement Appellate Tribunal, which asked the telecom regulator to undertake an exercise to determine the revenue share.
The TDSAT order was based on appeal by Siti Cable Network, which had challenged the prevalent standard agreement between the MSOs and cable operators.
While issuing the paper, the TRAI said that the standard interconnection agreement was only a fallback option to ensure that the rollout of CAS did not get delayed on account of inability of service providers to arrive at mutually acceptable interconnection agreements.
"However, broadcasters, MSOs and cable operators were free to negotiate and arrive at any other mutually acceptable interconnection agreements and revenue sharing formula," the TRAI said.
