I hope the article "Singur: Sowing problems" (Business Line, January 26) will open the eyes of our policy-makers and powers-that-be.

Before any policy is made, the ordinary people really have no idea of the pros and cons of a particular decision.

It is time any major issue, particularly one that affects the lives of the farmers and owners of fragmented farmlands, was thrown open for public debate before any decision is taken hastily.

The article has definitely given readers a clearer picture about the ground reality in Singur.

Before any similar land deal is clinched between a State government and an industrial group, or a policy decision is taken, it should be discussed at length in an open forum by educationists, economists, writers, farmers and all affected stakeholders.

Only then can the real views of the public be ascertained, as befits a true democracy.

The article provided an apt analysis indeed. It is time now for the Government to announce, if possible in the forthhcoming Budget, the appointment of a Land and Water Reforms Commission.

Such an entity would be best equipped to review all the existing laws, plans, programmes, schemes and facilities, and the implementation thereof, keeping in view the competing demand and equitable distribution among users of these natural/physical resources, and to suggest policies that can boost the process of farm sector and rural development, so vital to the nation's rapid growth.
