`Labour welfare schemes must be enforced'

Coimbatore Feb. 1 The Tamil Nadu unit of the INTUC has suggested that the Employees State Insurance Corporation (ESIC) be entrusted with the task of enforcing some of the labour welfare schemes.

The INTUC State body said the implementation of some of the schemes such as the Maternity Benefit Act, Workman's Compensation Act and Payment of Gratuity Act rests with the State Government agencies.

But deriving benefits under these legislations through the State apparatus has proved as arduous as sinking "bore-well in deep sea to quench one's thirst''.

Workers benefiting, especially, out of the gratuity Act becomes near impossible when the factories either turn defunct or are closed down, the trade union said.

The ESIC, enjoying adequate infrastructure facilities with its network of 800 offices located across important industrial centres in the country, would be in a position to shoulder the task of enforcing these legislations, the INTUC has said in a communication addressed to the Prime Minister, Dr Manmohan Singh.
