Puducherry launches electronic tendering portal

Chennai, Feb. 6 The Puducherry Government on Monday launched an end-to-end electronic tendering (e-tendering) portal for its departments. Developed by Mauritius-based company Electronic Tender Private Ltd, the e-tendering product will carry out the entire range of tendering activities online.

According to Mr Jitendra Kohli, Managing Director, Electronic Tender, this is the first generalised product for electronic procurement in the world. "Existing forms of electronic procurement have been developed as projects for specific government entities and cannot be shared by other government bodies even within the same state," he said.

Electronic Tender, however, allows multiple organisations across the globe to share the same portal without redesigning their software.

Besides downloading tender documents and viewing existing tenders, suppliers can also download bid summaries of other suppliers (on the tender opening day), make online payments and receive e-mail alerts for any addendum, amendment or new tenders floated. Digital signatures are used for security and each tender goes through multiple stages of verification.

Other features built around e-tendering such as indent management, requisition management, role authorisation and e-billing would be introduced later this year, Mr Kohli told Business Line.

Available at www.col-electronictender.com, the product has been hosted by Chennai Interactive Business Services (owner of Chennai Online portal), which will also train officials of the Puducherry Government to use the system. Mr Kohli said the Public Works Department of Puducherry and some contractors in the union territory were keen to be trained to use the system.

Electronic Tender has also signed up with Delhi Metro Rail Corporation and Delhi State Industrial Development Corporation to launch e-tendering services. "About three State governments and seven large public sector units are likely to sign up with us in the next few months," said Mr Kohli. A government body in Delaware, US, has also signed up for this product, he said. The company is also in talks with governments in Singapore and the Gulf countries.
