Clearance time to be reduced to less than 3 months

Chennai Feb. 18 Tamil Nadu's upcoming industrial policy will stress on the use of environment-friendly technologies. It may also consider reducing the time for clearing environment-related approvals for companies setting up new projects.

According to Mr R. Rajagopalan, Secretary, Environment & Forest Department, Government of Tamil Nadu, the average clearance time would come down to less than three months.

As of now, all industrial projects are classified into three categories — Red (seeking clearances directly from the State and at times the Centre), Orange and Green (seeking clearances from the respective municipality and local panchayats). The average time taken to clear Red projects is about three months at the State level and this would further come down.

Approval Process

The policy will lay down procedures that eliminate redundant practices in the approval process such as multiple verifications for the same project. "We are basically looking at improving the efficiency of existing procedures," Mr Rajagopalan told Business Line. He added that the clearance process would be more efficient if companies submitted completed forms sharing all details of their proposed project.

Besides insisting on the use of environment friendly technologies, the policy may also list some environment friendly technologies/techniques that companies may choose to use.

The State is planning a `Environmental Technology Evaluation Cell', which, apart from being a database of globally available environment technologies, would also evaluate the technologies on aspects such as pricing and cost control, Mr Rajagopalan said.

The CII Leadership and Excellence Award in Safety Health and Environment-2006 was won by Bangalore-based Kennametal India Ltd, Exide Industries Ltd, GMR Energy Ltd and Ashok Leyland Ltd. While Rashtriya Ispat Nigam Ltd bagged the `Best Presentation' award, Motor Industries Company Ltd bagged the `Best Innovation' award.
