Uncertainty on Panskura-Haldia line

The doubling of the Panskura-Haldia railway line faces an uncertain future due to what the Railways calls an "honest disagreement between the Railways and the authorities of the Haldia dock over the traffic potential." The cargo inducement, according to the Railways, is enough to continue with the present single-line network on the route.

Contrary to the projections of higher traffic made by the dock authorities, the volume of rail-borne traffic to and from the dock, it is pointed out, has not increased at all; the volume, in fact, has declined. There are a few other problems in the doubling proposal. First, it is not yet a sanctioned project of the Railways. Rail Vikas Nigam Ltd (RVNL) is supposed to implement it but, in the absence of a proper "bankable" study, is yet to make up its mind on it. The study on financial viability of the project is important as it involves various agencies as partners in the implementation of the project. This is what is being done by RVNL in respect of other port connectivity projects.
