Ambiguities in Aircraft Bill: Panel

New Delhi March 14 The Parliamentary Standing Committee on Transport, Tourism and Culture has expressed the view that The Aircraft (Amendment) Bill, 2006 was a "piece meal" effort on part of the Government.

"A lot of ambiguities exist regarding the role of Airports Authority of India (AAI), its powers and functions. It is not clear as to who will be solely responsible to perform the safety oversight functions," the report states.

The Bill was introduced in Parliament in July last year.

The Committee is also of the view that with the coming of new private and greenfield airports, chartered airways and many other private and foreign airlines entering Indian skies, the Government should become more futuristic while bringing any new legislation.

"The proposed Bill should not leave any area uncovered pertaining to civil aviation," the report adds.

The Ministry proposed the introduction of the Bill for a variety of reasons including the fact that the Aircraft Act 1934 does not have any provision for extending the applicability of the Act to foreign registered aircraft which may be for time being be in or over the country.
