Marking inability to pay penal levy imposed by High Court

Coimbatore March 30 The knitwear dyeing units in Tirupur have planned to go on an indefinite production stoppage from April 9 to protest the penal levy imposed by the Madras High Court for trade effluent discharges.

The Dyers Association of Tirupur, the representative body for the dyers and bleachers, at its meeting on Thursday, took a decision to this effect. Mr Samiyappan, office-bearer of the association, said the decision was taken, as the dyeing units were not able to pay continually the penal levy as stipulated by the court.

HC ruling

(As per the High Court ruling, the dyeing and bleaching units that had failed to implement the `zero' effluent discharge are to pay a three-slap penal levy linked to the volume of effluents discharged by them daily. Accordingly, the units are to pay 6 paise (for three months between January and March), 8 paise for April-May and 10 paise for June-July periods. Beyond July, the units that are still found not implementing the `zero' discharge facility, would be ordered closed.)

In the meantime, the Tirupur Exporters Association (TEA) has cautioned the dyers against resorting to production stoppage which, it said, would give wrong signals at a time when the State Government was sympathetically considering the dyeing industry's plea for creating a marine discharge project to resolve the effluent problem permanently.

Sharing penalty

The TEA President, Mr A. Sakthivel, in a statement, stated that the association following discussions with the dyers had already advised the knitwear exporters to share the penalty amount imposed on the dyeing industry and the collection of the exporters' share would be the responsibility of the dyers.

Any agitation by the dyers at this stage, besides dislocating the completion of the common effluent treatment plants now in progress, would also force overseas buyers to go to suppliers from other competing countries.
