Social Security Panel moots Bills, fund for welfare of informal sector Our Bureau
New Delhi April 4 The National Commission for Enterprises in the Unorganised Sector on Wednesday proposed two Bills for protection of livelihood and improving the working conditions of people engaged in the unorganised sector and creation of a National Fund for them. While one Bill would be for workers in the agricultural unorganised sector, the other would be for employees in the non-agri sector. The commission had earlier proposed only one Bill to take care of both sectors. "The broad provisions of the Bill include deciding a minimum wage which will be statutorily binding. The minimum wage would be linked to the subsistence level of these people and would be revised from time to time," said Dr Arjun Sengupta, Chairman, NCEUS. The commission has proposed the participation of workers' representatives and elected representatives of local bodies in the conciliation and dispute resolution committees. "The final draft will be submitted to the Government in the next 6-8 weeks, after a last round of consultations. It will then be up to the Government to make use of our recommendations," said Dr Sengupta. The National Fund would provide for credit, skill formation and financial assistance. "The corpus of the fund is yet to be decided. It would be created out of grant from the Central Government as also from diversion of funds from the existing schemes for assistance to the sector," said Dr Sengupta. Over the years, the corpus would be Rs 10,000 crore, he said. The scope of the Bill would extend to workers engaged in dairy farming, raising livestock, fishing and sericulture among other activities.
