Adopt a renewable energy law: Greenpeace

New Delhi April 10 Greenpeace, an international nongovernmental organisation, today called on the Indian Government to adopt a renewable energy law that would define minimum energy efficiency thresholds and phase out plans (of inefficient usage) for the 20 top energy consuming applications in the commercial and domestic sector - like air-conditioners, refrigeration and computers - by 2012. These moves would help the country reduce greenhouse gas emissions.

"With a far higher economic and population growth than the world average, India's contribution to the global carbon dioxide emissions will increase from 1,126 million tonnes in 2003 to approximately 4,039 million tonnes in 2050, increasing its share in global emissions from 4.8 per cent to 8.7 per cent," it stated in a report released here today.

India can continue with GDP targets while embarking on a de-carbonisation track by adopting fundamental changes in its energy policy. To achieve this, the Indian Government needs to adopt a renewable energy law before 2010, with time-bound legal targets for renewable energy uptake both at the grid and stand-alone level in every State as well as the Centre, it said.

Enact legislation

"India needs to enact legislation that completely phases out coolants in air-conditioning and refrigerating products consisting of hydro-fluoro-carbons and hydro-chloro-fluoro-carbons by 2009 and substituted with safer hydro-carbon coolants," it added, pointing to the need to phase out highly potential green house gases.

The legislation should also have rules that prohibit the manufacturing and marketing of inefficient lighting products, it said.
