Trade & Labour Unions Port workers sign pact with management Our Bureau
New Delhi April 11 The Federation of Port and Dock Workers has signed an agreement with the Port Management to have a new productivity-linked reward scheme for 66,000 employees of Major Port Trusts and Dock Labour Boards. According to the new scheme, all the workers across these ports would get the same level of bonus based on the collective performance of all major ports for an eight-year period starting from 2002-03 onwards (with retrospective effect). The agreed upon level of bonus is 20 per cent of the salary. For the 2002-03 onwards period, the workers had got bonus on an ad-hoc basis. There was a disagreement on the issue of productivity-linked reward between the management and workers and the matter was with the National Industrial Tribunal. The Ministry wanted the workers to get bonus based on the performance of individual ports.
Annual payment
In a statement issued here, the Ministry stated the productivity-linked reward (PLR) shall be paid annually on the basis of the productivity and performance of the major ports on three parameters - average turnaround time of ships, average ship berth day output and unit cost of handling. The new scheme envisaged under the agreement signed on Tuesday, will be applicable from 2002-03 onwards and will remain operative up to 2009-10, it said adding that the scheme also envisages the payment of the difference between the PLR payable and the ad hoc PLR paid for the years 2002 to 2006.
Arrears gets nod
The Union Minister of Shipping, Road Transport and Highways, Mr T.R. Baalu, has approved the release of the PLR arrears to the employees and the expenditure to be incurred for this payment of arrears is about Rs 31 crore. There would be joint withdrawal of reference from the National Industrial Tribunal, thereby settling the long-pending issue relating to the payment of PLR. It may be recalled that a joint reference was made to the National Industrial Tribunal, Mumbai through Ministry of Labour for settling the issue connected with payment of PLR in October 2002.
