A cross-section of unit owners said pressure for furnishing such details was mounting with the Government seeking information from these units in a particular format
Coimbatore April 12 The Central Statistical Organisation (Industrial Wing) has identified 546 industrial units in the district for residual sample survey under the Annual Survey of Industries 2005-06. These units have been asked to furnish details called for in the prescribed form within a month of receipt of notice. These select units are said to have received the communication during the last week of March. The CSO has asked the units to submit fixed asset details, working capital and loan details in a prescribed format along with two copies of the balance sheet, employees and staff list with mandays worked and other legal documents in support of the information furnished. The Annual Survey of Industries (ASI) schedule consists of two parts. Part I relates to details of capital, employment, emoluments, input and output, while part II relates to mandays worked, absenteeism, labour turnover, labour cost etc.
Difficult task?
A cross-section of unit owners (belonging to the small and medium business units) told Business Line that the pressures for furnishing such details were mounting with the Government seeking information from these units in a particular format to help them formulate policies. "How do we concentrate on production? We file our tax returns with the various department - sales tax and income tax, besides disclosing our performance details to the banker when we seek financial accommodation," said a unit owner preferring anonymity. For instance, in furnishing the employment and labour cost details, the units would need to give the number of male and female workers (separately) employed directly in manufacturing, non-manufacturing, workers employed through contractors, number of mandays paid for, break up of the number of manufacturing days and non-manufacturing days and the total cost of production. Similarly, while providing details of other output/receipts, the break up of the amount earned from industrial and non-industrial services, value of electricity generated or sold, rent received for plant and machinery and other fixed assets. The units would need to give details of the major 10 input items (indigenous) including the quantity consumed, purchase value, rate per unit, lubricants consumed, consumable stores etc, input items (directly imported), details of products and by products (manufactured by the unit) including cost of manufacture, gross sale value, distributive expenses, ex-factory value of output and so on. The Annual Survey contains information on the estimated contribution of manufacturing industries in the national income and provides for formulation of policies in a systematic manner among others. The issue though is a routine. The Ministry of Statistics and Programme Implementation collects data every year on capital, employment, production etc from units registered under Factories Act 1945, under Collection of Statistics Act 1953 and in accordance with the provisions of the Collection of Statistics (Central) Rules 1959 to generate district level estimates on important parameters of industries.
