THC in news in South China region

The THC (terminal handling charge) issue is again hotting up in the South China region. The shippers in the region are up in arms against carriers for announcing the hikes in the THCs — ranging from a low of 186 per cent to 339 per cent, some to be effective from the middle of next month and others from the beginning of June. The China Shippers Association has moved the authorities against the proposed increases. The CSA has pointed out that THC violates the THC Investigation Conclusion that "terminal handling charge is in nature a component of international container transport freight" and therefore also violates "The Filing Regulation of International Container Liner Freight" set by the Ministry of Communications in 1996. The Ministry of Communication must be informed first of any proposal for freight hike. According to THC Investigation Conclusion, the liners should stop collecting THC from shippers separately and in addition to freight. The carriers first introduced THC in China in 2003.
