Shipping Industry & Economy - Exports & Imports Concor to launch discount scheme for box imports Santanu Sanyal
Kolkata April 24 Container Corporation of India (Concor) has decided to introduce a discount scheme to be applicable to import containers to be moved in its trains from gateway ports to its various inland container depots (ICDs) located in the hinterland. The ports, to be treated as gateway ports, will include the JNPT (including NSICT and GTIL), Mundra, Kandla, Pipavav, Chennai, Tuticorin, Kochi, Kolkata, Haldia and Visakhapatnam. The salient features of the scheme, to come into force from May 1, are as follows: First, it will be open to shipping lines and their agents using Concor trains for transportation of import containers subject to a minimum traffic throughput of 8,000 TEUs (both loaded and empties) per annum and to signing of at least a three-year contract guaranteeing the minimum volume to the Concor. Second, the eligibility for the discount will be judged on the basis of the combined bookings of import containers as well as empties for transportation in Concor trains from different gateway ports to Concor-run ICDs.
Guaranteed minimum
Third, at the beginning of each financial year, each shipping line/agent seeking the discount will commit certain minimum volume of traffic, to be known as guaranteed traffic, which will be calculated on the basis of maximum volume handled during any month in the previous financial year. Fourth, Concor will offer a minimum discount, to be known as committed discount, on the public tariff depending on the guaranteed volume. Fifth, the committed discount by Concor for incremental traffic will vary from five to 6.5 per cent
Volume discount
Sixth, if the throughput exceeds the guaranteed volume, the shipping line/agent concerned will be entitled to a volume discount which will be one-fourth of the committed discount and will be applicable to all containers booked up to the guaranteed volume of traffic. Seventh, the scheme provides for higher discount for higher percentage growth in a graded manner. Eighth, since the containers are moving under varying weight categories on different streams, the shipping line/agent concerned will get percentage discount on total rail freight paid to Concor (excluding service and other taxes) as incentive to be refunded annually.
For rebate
Ninth, the volume discount will be calculated on the basis of yearly performance. However, for qualifying for rebate, guaranteed volume in each quarter will be taken as norm, and Finally, the scheme will be subject to review every year for determining the committed discount percentage and guaranteed volume and since it is being introduced from May, the volume requirement for the first quarter and full year will be proportionately reduced.
