Pharmexcil setting up IPR centre for small scale sector

Hyderabad May 2 To promote hassle-free pharmaceutical exports from the small and medium enterprises (SMEs), the Pharmaceutical Export Promotion Council (Pharmexcil) is setting up an Intellectual Property Rights (IPR) centre.

The council had received the nod from the Planning Commission and the Government to set up the centre with Rs 1 crore initial funding, Mr PV Appaji, Executive Director, Pharmexcil, told Business Line here.

The IPR centre would be attached to the Pharmexcil headquarters in Hyderabad with regional offices in Mumbai and New Delhi.

"Over 1,200 SMEs are actively involved in the pharma exports from the country. Due to the increased focus on IPRs, many of them are landing in trouble. The IPR centre will educate, advice and help them in dealing with patent tangles," Mr Appaji said.

Due to poor knowledge and lack of awareness, many SMEs face stumbling blocks in exports. Further, while participating in global exhibitions and trade fairs, a sound knowledge of existing patents on various products would be a pre-requisite for the companies.

"The major companies have their own arrangements to deal with the IPR issues while SMEs have no such recourse. The idea is to bridge the gap," he explained.

The IPR centre would help SMEs in aspects such as status of the product and labelling issues, and possible legal help in case of legal suits.

Further, in serious legal cases, it will direct SMEs to the Market Access Initiative (MAI) of the Union Ministry of Commerce where financial and legal aid would be provided. The IPR centre would also have a well-networked library.

"It will be operational in the current fiscal year," he added.
