EU's move to limit climate change

The European Union has said that it will draft a legislation before the end of the year to limit ship "climate change" carbon emissions under a Kyoto-style cap-and-trade system, according to informed sources. The idea is to add shipping companies to the emissions trading scheme — the EU's principal tool — for meeting the Kyoto commitments.

Meanwhile, differences have arisen between the European shipowners and the green lobby. The European Community Shipowners' Association argues that the world shipping produces fewer greenhouse gases per-tonne kilometre than any other form of transport, a view contested by the environmentalists who see shipping as a major source of carbon dioxide and other air pollutants. Any unilateral action by the EU, which controls 41 per cent of the world fleet, it is felt, might also risk dispute with the US, which has already threatened legal action if the EU goes ahead with the restrictive measures.
