High-energy guidelines

A colleague covering the Power Ministry had a sorry tale recently. On a Sunday, the Government announced with much fanfare building guidelines that would result in energy savings. To publicise the event, the Power Ministry put in a lot of effort to ensure presence of the press corps on a holiday, but it forgot to organise copies of the guidelines. On the next working day, scribes contacted the Ministry for a copy, only to be directed to another institution which had compiled the code. This institution too could only help the press with draft guidelines circulated more than a year back as the final document had not been uploaded. It took quite a bit of `energetic' running around for the colleague to lay his hands on a hard copy of the guidelines that are meant to save energy.
