Voluntary CAS in 55 cities mooted

New Delhi June 13 The group established by the Telecom Regulatory Authority of India (TRAI) to look into digitalisation and introduction of voluntary Conditional Access System (CAS) has recommended that the system be rolled out in 55 new cities.

Comprising of representatives from TRAI, Ministry of Information and Broadcasting, Prasar Bharti as well as broadcasters, multi-system operators, Direct-to-Home operators and cable operators amongst others, the group, convened in February last, has submitted its report.

Recommendations include fixing a date for the rollout of the addressable system in the 55 cities, that is, all State capitals and cities with population of more than a million. CAS is to be implemented in a phased manner over a period of three years starting October 2008.

The members of the group are of the view that implementation of CAS in non-CAS areas would benefit all the stakeholders, including consumers, and that the system would bring transparency and level playing field among platforms.

However, the report has also stressed on the need for mandating interconnection and tariffs between broadcasters and operators to ensure successful implementation of the CAS. The system would not work, according to the report, unless all operators offered CAS simultaneously and unless there existed a regulated environment.
