IT policy lays stress on literacy, free software

The government will take steps to set up IT parks across the State.

Thiruvananthapuram June 13 The Kerala Cabinet today approved the new IT policy for the State.

The policy lays emphasis on using IT to rejuvenate the primary, secondary and tertiary spheres of economic activity.

It places special emphasis on promoting free software and development of Malayalam language computing. As part of the emphasis on promoting free/ open source software, the policy says that Kerala should be developed as a centre of the free software industry.

The policy aims to transform the State into an inclusive knowledge society. It declares that steps will be taken to ensure that IT literacy reaches even the remotest parts of the State and also all sections of society.

While growth of the IT sector in Thiruvananthapuram and Ernakulam districts will be encouraged, the government will take steps to set up IT parks across the State.

SUBSIDY

As per the policy, the subsidy for IT units being set up in Thiruvananthapuram and Ernakulam has been increased from 20 to 30 per cent, while the subsidy on investments in IT enterprises in other districts of the State has been raised from 20 to 40 per cent. Small and medium enterprises in the IT industry will also receive various facilities and incentives.

A technology development fund to support IT research will be created. Similarly, measures will be taken to improve the quality of human resources available in Kerala for the IT sector. Finishing schools will be set up to make young people more qualified for the IT sector.

Networking all the major institutions in the State and lowering the power tariff for Akshaya e-kendras are some of the other measures outlined in the policy.
