Govt approves amendments to Merchant Shipping Act

Mumbai June 21 The Cabinet on Thursday gave its approval to amend the Merchant Shipping (Amendment) Bill, 2004 on the basis of the recommendations of the Parliamentary Standing Committee.

The Bills aims to amend the Merchant Shipping Act, 1958 and the Indian Ports Act, 1908 to take care of the recent developments in the International Maritime Organisation.

In order to implement the provisions of the ISPS code, it was proposed to amend the Merchant Shipping Act, 1958 to incorporate certain provisions related to security measures for ships and port facilities.

As the implementation of the ISPS code also involves ports, it was proposed to suitable amend the Indian Ports Act, 1908 to enable the ports to comply with the new security norms.

The provisions of security, in general, are based on amendments to Chapter V and XI of Safety of Life and Sea Convention, 1974 concerning special measures to enhance maritime safety and security.

The implementation of the special measures will make significant contribution to safe and secure operations of ships and the safety and security of those on board ships.
