The original reformer

The former RBI Governor, Mr S. Venkitaramanan's column has revealed the truth that the economic reforms of the early 1990s were neither swadeshi nor original, as claimed by Mr Yashwant Sinha (Business Line, June 25). Success has many parents, failure none. The success of the reforms has led to many spurious claims about its authorship.

The real original reformer was Hubert Neiss, the Austrian head of the Asian Department in the International Monetary Fund, who was the Mission Leader that carried on negotiations with the Indian authorities during the Gulf crisis to bail the country out of its forex problem. He rightly understood the political and economic compulsions that the country faced and accommodated our requests to the extent possible in such matters as the targeted increase in money supply.
