Reforming administration

The article “Time to crank up the administrative machine” (Business Line, July 3) was topical and relevant, especially at a time when the government is seriously considering administrative reforms. The article rightly hi ghlights the fact that, while our society practices caste-based reservations, our bureaucracy follows cadre-based discrimination.

Reforming the higher echelons of the Civil Service will be a trendsetter in suitably reforming the subordinate services of the government as well — by doing away with needless distinctions such as stenos, Pas, Lower Division Clerks, Assistants, etc, and moving over to a system of Multiple Functional Executive Assistants. It will give a facelift to the entire government altogether.

A uniform cadre of officers, with their Civil List maintained by one ministry, would do away with anomalies and discrepancies among officers in their promotion, postings and performance evaluation.
