Rural Development Logistics - Infrastructure Bharat Nirman falling short of target
Of the targeted new roads of 50,657 km in the first two years(2005-06 and 2006-07), only 39,477 km has been laid.
Our Bureau New Delhi, Aug 8 The Bharat Nirman programme of the UPA Government, which aims to provide, among other things, rural road connectivity, has met with limited success during the first two years of operation. This has happened despite the fact that there has been no dearth of Central funds. The implementing agencies are the respective State Governments and any funding gap is bridged from the Bharat Nirman window put in place by Nabard. Of the targeted new roads of 50,657 km in the first two years of the programme (2005-06 and 2006-07), only 39,477 km of roads has been laid. In case of upgradation of existing routes, only 50,056 km has been upgraded during the first two years against the targeted 66,064 km. In case of all-weather roads connectivity, the four-year target was to connect 66,802 villages. Out of this, 40,436 villages have a population of more than 1,000, while 23,666 villages have more than 500, mostly in hilly and tribal areas. However, in the first two years, only 13,831 villages in all have been connected with all-weather roads. At a recent meeting chaired by Prime Minister Dr Manmohan Singh to review the progress in rural road connectivity, it was found that 90 per cent of the backlog in providing connectivity are in nine States – Assam, Bihar, Chhattisgarh, Jharkhand, Madhya Pradesh, Orissa, Rajasthan, Uttar Pradesh and West Bengal. The Prime Minister has already sent letters to the Chief Ministers concerned for prompt action, sources said. Simultaneously, the Ministry of Rural Development (MoRD) has also been directed to monitoring intensively to bring down the target shortfall and include the progress in the Ministry’s quarterly report to the PMO. In order to overcome this hurdle, the PMO has decided to step in and take up the matter with the authorities concerned. The MoRD has been told to provide a list of all such cases, the sources said.
