Organised sector throwing up only informal jobs: Study

New Delhi, Aug 9 The employment growth in the organised sector between 1999-00 and 2004-05 has been almost fully in the nature of informal jobs that have no employment benefits.

This has been found in the third report of the National Commission for Enterprises in the Unorganised Sector (NCEUS) presented to the Prime Minister, Dr Manmohan Singh, on Wednesday.

The Chairman of the Commission, Dr Arjun Sengupta, told newspersons today that the total employment in the economy has increased from 39.7 crore in 1999-00 to 45.7 crore in 2004-05.

But the number of formal jobs in the organised sector has remained static at 3.5 crore, implying that the total increase in employment is informal in nature.

The report said: “What this means in simple terms is that the entire increase in employment in the organised sector over this period has been informal in nature, without any job or social security.”

It added: “This constitutes what can be termed as informalisation of the formal sector, where any employment increase consists of regular workers without social security benefits and casual or contract workers, again without any benefit that should accrue to formal workers,” it added.

Simultaneously, this is leading to a major shift in the workers’ profile in the agricultural sector, which is getting increasingly feminised.

According to the findings of the survey, 73 per cent of working women are engaged in agriculture against 52 per cent of men.
