Rly panel to suggest best practices for J&K tunnels

To submit recommendations within three months

New Delhi, Aug 27 With a view to constructing modern rail tunnels with ventilation, monitoring device, control room for safe operation in the challenging terrain between Udhampur to Baramula in Jammu and Kashmir, the Ministry of Railways has decided to constitute a committee to formulate policy guidelines.

The committee will study various practices in electrified and non-electrified rail tunnels in the country and different parts of the world and suggest various aspect of working in tunnels that could help improve passenger safety and comfort including operation and maintenance strategy. The committee will submit its recommendations within three months, said an official release.

It would also study various monitoring devices installed in the tunnels and control room for operations and identify the best suited system for Udhampur-Baramula project.

It will interact with consultants specialising in ventilation in different world railways and identify the technology best suited for Indian conditions.

Additionally, it will share the experience of different world railways in maintaining these tunnels, to understand the operational and maintenance needs, the infrastructure requirements and also to study various guidelines of the International Union of Railways on the subject.

Besides studying the existing code of practices as well as laying down the criteria for ventilation in tunnels for normal operation on electric traction, the committee will also study the measures being adopted for relief and rescue operations in case of fire accidents/disaster inside the tunnel.

The Union Government has planned a 345-km-long railway line joining the Kashmir Valley with the Indian Railway network. Mr Sudhir Kumar, Executive Director, Engineer Energy Management, Railway Board, will be the Convener of the Committee, while Mr R.K. Chowdhary, Chief Electrical Engineer/Construction (J&K), Northern Railway, Mr B.P. Awasthi, Deputy Chief Engineer/Construction, Northern Railway, and Mr Sanjay Kubba, Director/Safety, Railway Board will be committee members.
