Statutory autonomy likely for rail safety body

New Delhi, Aug. 31 The Commission of Railway Safety (CRS), which is under the Ministry of Civil Aviation, may be made an autonomous statutory body in order to further strengthen the body.

The Civil Aviation Ministry has drafted and circulated a Railway Safety Bill for inter-ministerial consultation in order to reinforce the independent identity of the commission.

This was stated by the Minister of Civil Aviation, Mr Praful Patel, in the Rajya Sabha recently. “The draft was submitted to the Ministry of Railways and Urban Development for obtaining their comments,” he said.

Incidentally, efforts are on simultaneously to strengthen the CRS with the Government directing that the safety-certifications of guided urban transit systems (like metro rail, light rail, etc) should also be dealt with by CRS.

In fact, the Urban Development Ministry is considering a report identifying the strengthening needs of the CRS. In this backdrop, the Ministry of Urban Development has suggested that the inputs of the report, which are under examination, be taken into account.

Thus, the draft Bill to provide statutory autonomy to the CRS will be processed further after obtaining and processing the recommendation of the report.
