State-level PSEs to come under MoU system

Our Bureau

New Delhi, Sept. 7 The State level public sector enterprises (PSEs) too will have to sign memoranda of understanding (MoUs) with the respective State Governments, similar to the system under which the central public sector enterprises (CPSEs) have to sign MoUs with the Central Government.

These MoUs are performance contracts that outline the concerned CPSEs annual projected performance.

Performance Contract

The Minister for Heavy Industries and Public Enterprises, Mr Santosh Mohan Dev, told the consultative committee attached to his Ministry that a workshop for the State Governments and State level public sector enterprises for this purpose would be organised soon.

Some States already have such a system in place but most of the States do not have any performance contract with their respective PSEs, the Minister said.

Mr Dev also informed the committee that the Government has decided to select the best performing CPSEs, one from each of the 10 groups of CPSEs.

Accordingly, from this year, the total number of MoU Excellence Awards will be twelve — one from every group, one from the listed CPSEs, one from the turnaround sick and loss making enterprises. All other excellent performing CPSEs will get MoU excellence certificates, he said.
