‘Development administration requires awareness of powers’


A well-planned approach is the key to ensure projects’ complete implementation

“Development administration is a complex process, especially in a Government set up, and requires a strong will and clear awareness of powers endowed at each level to succeed,” said Mr V.K. Subburaj, Secretary, Health and Family Welfare Department, Tamil Nadu, here on Wednesday.

Delivering an address on ‘Development Administration- Insights from practice’ at the Eleventh Foundation Day Dialogue of DHAN Foundation, a leading NGO in the region, Mr Subburaj further said that lack of awareness of powers vested with the authority at various levels in the structure has delayed decision-taking, thereby affecting implementation of projects on time.

Lack of training on the part of personnel in the departments and procedure-ridden consultation process most often dragged early and appropriate execution. There was also a need to go into details before starting the implementation process lest the project might end up in court cases. A well-planned approach would go a long way in ensuring successful implementation of projects, he emphasised.

Mr Toon Bullens ACJ, Eureko, The Netherlands, in his address on ‘Climate Change And Financial Services for the Poor’ emphasised the need for financial institutions to play a leading role in creating awareness on climatic changes and the need for adaptation to face them to reduce risks associated with such changes.
