Compensation issue

The editorial “Compensating those displaced” (Business line, October 13) should be an eye-opener for removing the practical difficulties in implementing the new Rehabilitation and Resettlement policy.

As food grains are used for bio-fuel in some countries, this could raise a food versus energy debate. So why not have Special Agro Zones?
