Telecommunications Info-Tech - Regulatory Bodies & Rulings DoT may freeze spectrum per operator Thomas K. Thomas New Delhi, Oct. 15 With the pitch for more spectrum getting shriller, mobile operators may be asked to cough up money if they want more than 10 Mhz capacity. The Department of Telecom may also put an overall cap at 15 Mhz beyond which the operators will not be able to get additional spectrum at any cost. DoT may suggest that in case two mobile companies in a circle merge, they may have to surrender any spectrum if the combined entity has more than 15 Mhz frequency. While the move to price spectrum beyond 10 Mhz is in line with the recommendations of the regulator, the suggestion to put an overall cap at 15 Mhz per operator finds no mention in TRAI’s proposals. A final decision is expected to be taken by Communication and IT Minister, Mr A. Raja, shortly. However, it is still not clear whether DoT will change the subscriber-based criteria for allocating additional spectrum. TRAI had suggested that operators be asked to pack in more subscribers in the already allocated spectrum before they are eligible for additional radio frequency. While State-owned Bharat Sanchar Nigam Ltd has already been given up to 10 Mhz spectrum in most circles based on the existing subscriber-based allocation criteria, existing private operators are hoping that they too would be given radio frequency in the same measure.
