Our Bureau New Delhi, Oct. 18 In what can be seen as a first step to using dual technologies, Reliance Communication has applied to convert its existing GSM licences in seven circles to unified access service licences. The move indicates that the Department of Telecom has made up its mind to allow operators to use mixed technologies. Reliance, which is the largest CDMA operator, had earlier sought DoT’s permission to offer GSM-based services across the country. According to DoT officials, the letter of intent to Reliance could be issued shortly. Existing players upsetThe move has upset existing GSM players on the grounds that it was against the existing policy. Mr Kumar Mangalam Birla, Chairman, Aditya Birla Group (promoter of Idea Cellular), has also written a letter to the Prime Minister seeking intervention in the matter. GSM operators point out that if DoT allows RCom to deploy GSM technology then it would get spectrum ahead of existing players. Reliance’s application is among top five companies which have put in their requests for telecom licence over the past year or so. With DoT deciding against auctioning the spectrum, RCom will be among the few to get spectrum on first-come first-served basis.
