States Industry & Economy - Education States - Other States Lukewarm response to Centre’s offer on polytechnic institutes G. Srinivasan New Delhi, Oct. 25 State governments are not taking seriously the Centre’s offer to provide one-time financial help for the non-recurring expenditure per polytechnic in the ongoing 11th Plan (2007-12), as part of the Union Government’s larger proposal to set up as many as 125 polytechnic institutes in districts, which do not have even one such polytechnic for promotion of skill intensity. Sources in the Government told Business Line that polytechnic education is basically designed to foster a pool of skilled manpower to bolster shop floor and field operations, particularly in traditional industries such as textiles and others, which entail manufacturing activities that call for a smattering of technical skill and know-how knowledge. The National Manufacturing Competitiveness Council and the Plan panel have been underscoring the need for facing the challenges of global competition by beefing up domestic capability for skilled manpower. They say that the pass-outs of diploma-level institutions in engineering and technology play a lead role in managing the shop floor operations and contribute substantially to the skill development which, in turn, enables economic development. In his Independence Day speech, the Prime Minister, Dr Manmohan Singh, unveiled a ‘Mission on vocational education and skill development’ with a remit to heighten inclusive economic growth and create a pool of trained manpower.
