3 bidders for ultra mega power projects in AP

New Delhi, Oct 26 The Centre’s ambitious ultra mega power project (UMPP) scheme is finding fewer takers. The Andhra Pradesh-based Krishnapatnam UMPP has received request for qualifications (RFQs) from just three bidders — Sterlite, L&T and Reliance Power — out of the nine pre-qualified bidders.

The price bids for the project, which is to be based on imported coal, would be opened on November 13.

While L&T has submitted bids for putting up four units of 1,000 MW each (4x1000 MW), Sterlite has proposed 6x660 MW and Reliance 5x800 MW configurations.

“The company is of view that three bids from reputed companies are sufficient enough for competitive bidding, which is the prime objective of the ultra mega power project process.

The benefits of this project shall be available in the Twelfth Plan,” a PFC official said.

PFC is the nodal agency responsible for the bidding process for UMPPs.

This is the least number of bids received so far for a UMPP project.

The two projects that have already been bid — Mundra in Gujarat and Sasan in Madhya Pradesh — received six and nine bids respectively.

Key reasons

Repeated postponement of bidding dates has been cited as among the key reasons for waning investor interest in the Krishnapatnam project, according to a player who chose not to bid in the project. The Sasan imbroglio and the resultant tweaking of bidding norms for UMPPs also put off some others.

Tata Power, NTPC Ltd, Sumitomo Corporation, Essar Power, DS Constructions and the CLP-GMR combine are among the players who did not put in bids.

The Krishnapatnam coastal project includes construction, operation and maintenance of a 4,000-MW plant based on super critical technology with flexibility on unit size. It will depend on imported coal for its lifecycle. Andhra Pradesh, Karnataka, Tamil Nadu and Maharashtra have been given the nod to off-take the entire power from the project.
