The Hindu Business Line : Water management

This is in reference to the analysis “Proper management of water resources stressed” (Business Line, November2). It is heartening to note that the Ministry for Water Resources has realised the need to link the major rivers of the country to have a steady flow of water in these lifelines all through the year. One is reminded of the famous ‘Water Garland’ project proposed by Dr K. L. Rao several decades ago, where he had planned to link the major rivers of the country.

It is often seen that while rivers in the north, such as the Brahmaputra, are always in floods come the rainy season, the rivers in the south face a similar situation in October-November.

Much of this water is lost to the sea with the result that when water is needed most, in summer, the rivers are again parched. The surplus flow also creates situations where some States seek to take advantage and either build new dams or reservoirs or raise the level of existing ones, thereby jeopardising the interests of other States. The Alamatti Dam issue and Cauvery water issue are classic examples. Unfortunately, the inter-State river water commission also has failed to do much to redress the problem.

Water is precious and the lifeline of any economy. It can serve as an important inland transport system, if properly managed. Harmony between States with common rivers passing through can be achieved if the water garland system is implemented forthwith.

We have the technical competence and labour force to undertake such a huge project. It is not difficult to find internal and external funding for such a venture.

What was lacking was the political will, so far. Now that the Ministry concerned has taken up the matter seriously, let us hope it materialises into action forthwith so that the entire country benefits.
