Defence imports to touch $30 b by 2012: Assocham

New Delhi, Dec 21 India’s military hardware and software imports are likely to touch $30 billion by 2012 as the Armed Forces were expected to sign defence deals for multi-role fighter jets, 1.55 mm Howitzers, a variety of helicopters and long-range maritime spy aircraft, the Associated Chambers of Commerce and Industry of India said on Friday.

A chamber study on ‘Avenues for private sector participation in defence’ points out that with the ever-increasing demand for higher allocation to the defence budgets and limited capacity of the Government to meet this, the defence sector requires a re-look to procure goods and services from existing allocations in a more efficient manner.

The study seeks larger private sector participation in all defence-related deals and imports, as the Defence Ministry had fallen short of its target of achieving 70 per cent self-reliance in defence production.

Competitive bidding

The study points out that the country’s defence imports could be made cost effective by introducing competitive bidding for supplies of defence products. The study has suggested that if private capabilities have to be leveraged, then competitive bidding should be the norm.

“Tata, Satyam Computers, Mahindra, Kirloskar Brothers, L&T, and many other companies can make defence equipment to meet domestic defence requirements, provided supplies are sought from them by involving their participation through the competitive bidding process,” the study adds.

It has recommended that outsourcing for many defence activities to domestic private sector, pointing out that the Ministry of Defence in the recent past made some attempts towards outsourcing and private procurement to bring in greater efficiency and optimal utilisation of available budgets.
