Power CERC hikes penalty for grid overdrawal Our Bureau New Delhi, Jan. 1 The Central Electricity Regulatory Commission (CERC) has announced an increase in the maximum penalty for overdrawing electricity from the grid from the present level of Rs 7.45 per unit to Rs 10, as and when the grid frequency falls below the permissible limit of 49 hertz. The new UI (unscheduled interchange) ceiling rate would come into force from January 7. The move by CERC comes in response to the petition filed by the Northern Region Load Despatch Centre informing the Commission that the frequency of the newly integrated North-East-West (NEW) grid had undergone sharp deterioration. In October 2007, the frequency remained below 49 hertz for 10 per cent of the time, deteriorating further in November. On November 14 last year, the grid frequency was below 49 hertz for a record 32.4 per cent of the time, CERC said in a statement. “Also, despite the prevailing shortages, the States were not giving requisition to purchase costly liquid fuel based generation, preferring to overdraw instead to tide over power shortages. Sometimes up to 800 MW of capacity of combined cycle power stations remained unutilised, not to speak of diesel based captive generating capacity remaining un-harnessed within the States,” a CERC official said.
