Taxation States - Karnataka Karnataka finance panel report likely by June-end
The Finance Commission thinks that there is a need to shift some government programmes in the State sector to district sectors, through zilla panchayats, for better implementation. Our Bureau Mangalore, Jan. 10 The village panchayats and urban local bodies (ULBs) in Karnataka may be rewarded with incentives if they show better performance in tax collection. Such a move is being planned by the Third Finance Commission of Karnataka, which is likely to submit its report to the Government by June end. Addressing presspersons here on Thursday, Mr T. Thimme Gowda, Member of the Third Finance Commission of Karnataka, said that some of the ULBs and village panchayats have better tax collection records. Such bodies should be recognised and given incentives. This will encourage others to perform better. “The commission is planning to recommend incentives to such village panchayats and ULBs in its report,” he said. Stating that only village panchayats and ULBs can fix and collect tax, he said there is a need to revise the taxes on a scientific basis. Referring to ULBs, Mr Gowda said there is scope for increase in the revenue collection of ULBs. The implementation of self-assessment system of tax collection has helped in increasing the revenue of ULBs. Asked when the commission is planning to submit its report to the Government, he said the report will be given by June 30. Till now, the commission has held meetings in 24 districts as part of preparing its report. Plans for districtsThe Finance Commission thinks that there is a need to shift some government programmes in the State sector to district sectors, through zilla panchayats, for better implementation. Developmental plans should be made at the district level, and district planning committees should be activated in this matter, he added.
