Employing the handicapped

The Centre’s decision to offer incentives (of Rs 1,800 crore) to private sector companies that employ handicapped people in the form of contributing their (companies’) share to the Employees’ Provident Fund (EPF) and Employees State Insurance (ESI) is welcome.

The scheme is certainly better than contemplating on reservation for the disabled in the private sector.

But, at the same time, it is wishful thinking that the scheme would create one lakh jobs for the disabled every year. Since the sole aim of private entrepreneurs is to maximise profit, their natural instinct would be to have skilful personnel on their rolls.

“Dangling the carrot of EPF contribution” for the private sector to recruit more disabled people cannot achieve the expected rate of success.

Instead, the Government must offer tax sops, which, one feels, can get better results.
