Weavers’ plight: A mirror reflection image of a cotton yarn weaving women worker in a small-scale weaving unit near Kannoor in Kerala. Small enterprises have largely been ignored both by Central and State governments, in spite of many Acts to protect them. About a third of small industries at the all-India level are classified ‘sick’ and pertain to common problems as insufficient demand, lack of access to finance, non-availability of raw materials, low technological upgradation and poor marketing. States ranking high on the ‘sickness’ list are Kerala, Tamil Nadu, Karnataka, Andhra Pradesh, Punjab and Maharashtra.
