If the chambers have their day, scribes are not far behind. Successive Finance Ministers over the years have upheld the custom of a post-Budget dinner for journalists where a large number of Ministry officials are present. Scribes use this occasion to renew contacts with ‘sources,’ build new ones and seek clarifications about Budget proposals if necessary. The Minister and his officials, on their part, receive first-hand feedback on the annual presentation.

But how much of an interaction the Finance Minister will have at such dinners depends on the type of the Budget he has presented. Last year, the Budget was passé and its coverage in the media non-complimentary. So P. Chidambaram had dropped in for a quick round of handshakes and left the venue in about 10 minutes.

This time he came in late, held back by a Cabinet meeting, but then stayed on practically till the very end and even had his dinner with the scribes.
