Delhi, Goa top e-governance: Dataquest-IDC survey

Bangalore, March 24 Electronic governance? IT’s all finally happening for India’s citizens – but as the annual Dataquest-IDC survey reveals, leaders can become laggards and vice versa, in less than a year.

Delhi, is also the e-governance leader this year, inching to the number one slot in the overall ratings with a lead where it matters – in the hearts and minds of its 16.5 million citizens who are the most satisfied in India with their local Government services.

Goa which was the dark horse winner last year is No. 2 now – but retains its enviable position in e-readiness... evidenced in projects like the Goa Broadband Network

Tiny Chhattisgarh has made a giant leap from No. 14 to No. 3 this year – the biggest improvement in the ratings, attributed to big user satisfaction as well as its e-readiness for the future.

Tamil Nadu (No. 4) and Kerala (No. 5) are two other States which showed improvements since last year. Interestingly, while Tamil Nadu is a modest No. 10 in citizen satisfaction, its corporates voted it No. 1 for business satisfaction.... an amber sign that the State Government needs to meet the aspirations of its people, some more.

Kerala citizens rate their judiciary the best and property development also highly.

Maharashtra also improved from No. 9 to No. 6 this year, with good scores with both people and businesses.

The big droppers are Karnataka and Gujarat. The former slips to overall No. 9 (from No. 2) – and to No.11 in business satisfaction – which the authors of the report attribute to both public and corporate disaffection and an offshoot of political instability. Gujarat sees a similar fall from No. 3 to No. 16 in business satisfaction and overall to No 19, which is almost bottom of the heap. Andhra Pradesh, another State with a lot of promise, is down places to No. 8, overall.
