‘Pvt-public partnerships in water taking off’

Hyderabad, May 16 While public private partnership (PPP) model is common in most sectors, the water sector is just opening up to this idea.

“PPP in the water sector has been just initiated and a a beginning has been made by the Government. And to ensure that citizens do not suffer check points have been introduced,” Mr M. Ramachandran, Secretary, Union Ministry of Urban Development, said.

He presented the National Urban Water Awards 2008 here on Thursday evening. It was time that the country introduced user charges for the entire water sector and solid waste disposal systems, Mr Ramachandran said, emphasising the need to charge for water used in an effort to reduce wastage.

“The step would also aid in achieving 100 per cent access to water as targeted in the Eleventh Plan. And levying user charges would help in sustaining the departments in a better and efficient manner and the revenues generated can be utilised for development schemes,” he added.

Awards

The awards, instituted by the Ministry, Administrative Staff College of India and the Confederation of Indian Industry, were presented to Kulgaon Badlapur Municipal Council in Maharashtra, Surat Municipal Corporation, Alandur Municipality in Tamil Nadu, Navi Mumbai Municipal Corporation and the Uttarakhand Jal Sansthan. The Chennai Metropolitan Water Supply and Sewerage Board and the Kerala Water Authority won special awards.

The awardees were selected for various initiatives in urban water management.

Mr Ramachandran also urged the other urban local bodies (ULBS) and water boards to learn from the ULBS and water boards that have won the awards and replicate the schemes in their respective cities and suggested subsidies or flat rate systems for the poor in water supply.
