Mechanisms for inclusive growth

This is with reference to the article “Mechanisms for Inclusive Growth” (Business Line, May 31). A social equity-based model which includes the local community as partner is vital from the point of view of achieving more inclusiveness in growth.

Growth process must involve mass participation. Any growth model, having a participation model built into it can bring about more inclusive growth. Employment and opportunity for earnings also bring about inclusive development. Gandhiji had advocated production by masses as a growth strategy, instead of mass production. For a country like India, which has enormous manpower, growth strategy must be all-inclusive. The Gandhian strategy for growth provides lot of opportunities for inclusiveness in the development process.

By far, the most valuable possession of a poor person is his physical and mental labour, which alone can fetch him some earnings. If all the poor are given an opportunity to put in their labour, then they can earn money and income on regular basis.

Ultimately, only employment that can ensure inclusive growth. Apart from the educated, the less educated too need jobs.

Farm sector is having surplus manpower and though about 58.6 per cent of population is dependant on agriculture for livelihood, its contribution to GDP is just 18 per cent. The surplus manpower in farm sector has to be absorbed elsewhere.

The National Rural Employment Guarantee Programme can solve this problem to some extent. There must be stress on creation of jobs for them in rural and cottage industries, rural non-farm activities.
