Competition panel chief Vinod Dhall quits

New Delhi, June 19 Acting Chairman of the Competition Commission of India, Mr Vinod Dhall, has resigned seeking an “early exit”, four months before the completion of his term.

“It is true that I have put in my papers, but there is no controversy. My term was ending in October 2008, so it is an early exit. All work in the commission is virtually complete and we are getting the commission ready for enforcement,” Mr Dhall told Business Line.

Sources at the Ministry of Corporate Affairs said that Mr Dhall’s resignation had been received.

Mr Dhall has been the single Member and acting Chairman of the Competition Commission of India since its establishment in 2003. Previously, Mr Dhall also served as Secretary, Ministry of Corporate Affairs. Under his supervision, the commission had undertaken preparation of draft regulations, guidelines, merger notification forms and procedures, and inquiry and investigation manuals; competition advocacy, awareness and training activities; preparation of a national competition policy; preparation of organisational structure and staffing pattern of the commission, amongt others.

The commission, following amendments to the Act by Parliament, is likely to become fully operational by the end of 2008. As part of the advocacy campaign, Mr Dhall took several initiatives and called meetings of various industry bodies to educate them about the competition practices and provisions of the Act.

“The Government is currently in the process of providing staff to the commission, and after (that) the required sanctions the recruitments will take place. I will be here for a few days to ensure a smooth transition and offer finishing touches to issues,” he said.
