Central excise officers’ powers for audit personnel

New Delhi, June 20 The Finance Ministry has conferred all the powers of central excise officers on the officers of Directorate-General of Audit in a bid to beef up the audit of multi-locational units.

A multi-locational unit broadly refers to an assessee having factories at different places for manufacture of similar items.

Improving compliance

“The audit of multi-locational units has been revamped in order to yield better results. In a liberalised excise-duty regime, audit is the only tool available with the revenue department for compliance verification. The latest move will help improve compliance verification,” a Central Board of Excise and Customs (CBEC) official said.

The official, however, made it clear that the officers of Directorate-General of Audit could exercise the powers of central excise officers only in respect of multi-locational units.

According to the revised procedure, the zonal ADG (audit) has been authorised to obtain the consolidated balance sheet, profit and loss statement and other financial documents of the company from the head office/corporate office for scrutiny.

Sometimes, the zonal unit is required to send out their staff to the registered office/corporate office, in case the jurisdictional audit teams have identified certain issues that require verification. This has prompted the move to empower officers of Director-General of Audit, official sources said.
