Roadways Vehicle owners pay a price Whatever be the objective of introducing the National Permit Scheme for the goods transport vehicles, its actual implementation is costing the vehicle owners dear. Nearly 70 per cent of the goods vehicles on the road are owned by individuals who find the National Permit Scheme not exactly to their advantage. First, the vehicle owner has to pay for the permit in his home state to be able to operate the vehicles commercially and additional authorisation fee to operate in de signated states under the National Permit Scheme. Now, he is also required to pay toll charges on the Golden Quadrilateral. But what is worse is that many States charge additional “standard” fees from each vehicle having National Permit passing through those States. For example, the government of a State in western India, it is reported, charges Rs 2,000 from each vehicle with National Permit passing through the state. While returning, the vehicle owner has to pay again. The same is true about several other States, although the amount charged may vary. If a vehicle is required to pass through several States in one trip, it is not difficult to guess the additional amount its owner has to cough up.
