Shipping End anti-competitive behaviour
In a communiqué, Asian Shippers’ Council (ASC) has expressed the view that the Governments in Asia should take ‘decisive action” to stop anti-competitive behaviour of containers lines, according to Shipping Gazette. The ASC’s view became available after the lines collectively issued an emergency bunker surcharge. The communiqué points out that the container lines like OOCL, Wan Hai, Evergreen, RCL, TS Lines, Kanway Shipp ing, Cheng Lie Navigation and Yang Ming separately announced sometime ago the imposition of the same surcharge of HK$440/RMB400 per TEU from July 1 to be collected from the consignees in Hong Kong and South China. “Like most surcharges, the emergency bunker surcharge was imposed unilaterally without prior consultation with customers and without any consideration of the impact it would have on their operations and this barely disguises the collaboration amongst the eight lines,” the ASC has been quoted as saying. The ASC has always maintained that bunker surcharge like THC is an integral part of the freight and therefore charging emergency bunker surcharge goes against normal international shipping practice, the communiqué observes.
