The Hindu Business Line : Ministry moots dumping duty on hydrogen peroxide

The Designated Authority in the Commerce Ministry has recommended definitive dumping duty on imported inorganic chemical hydrogen peroxide from China, European Union, South Korea, Indonesia and Turkey.

Hydrogen peroxide is water like in appearance, free from suspended impurities and is used in manufacture of bulk pharmaceuticals, dyestuffs, certain explosives and downstream chemicals.

It also finds application in odour control, corrosion control, inorganic and organic oxidation, toxicity reduction /biodegradability improvement, disinfection, besides being used in paper and pulp bleaching, manufacture of peroxides and an antiseptic and anti-bacterial agent.

In its final findings, gazetted recently, the Authority held that magnitude of dumping as an indicator of the extent to which the dumped imports could cause injury to the domestic industry reveals that the dumping margins against the subject countries identified for the period of investigation are significant.

Margin of dumping, injury

The Authority recommends imposition of definitive anti-dumping duty equal to the lesser of margin of dumping and margin of injury, having due regard to the lesser duty rule, so as to remove the injury to the domestic industry.

Accordingly, definitive anti-dumping duty recommended in the case of import from China is equal to the difference between $22,100 and the landed value per tonne.

In the case of import of hydrogen peroxide from Indonesia, the definitive anti-dumping duty would be equal to the difference between $22,337 and the landed value per tonne.

In the case of imports from South Korea, the final duty would be equal to the difference between $23,082 and the landed value per tonne. From the European Union and Turkey imports, the definitive dumping duty would be equal to the difference between $23,173 and the landed value per tonne, the Authority said.
